Election Guidelines:

All positions must be held by a paid member of an active Toastmasters club.  For the responsibilities and qualifications of each elected leadership position, please refer to the District Leader Qualifications and Responsibilities document in our website.

Based on District Administrative Bylaws Article VII and Protocols 9.0 of the Toastmasters Governing Documents, floor candidates for District Director, Program Quality Director, Club Growth Director and Division Directors who have completed the evaluation process conducted by the DLC are eligible to run from the floor should the DLC report for the said positions is valid and candidates are nominated by the DLC. That is to say, if you have an intention to run for a position, you must submit your nomination during the nomination period and subsequently undergo the DLC evaluation process. If you have not been nominated by the DLC, you are then eligible to run as a floor candidate during the actual elections. If you have not undergone any evaluation by the DLC, you will not be able to run as a floor candidate, unless the DLC report for the said position is invalid, i.e. no candidate is officially nominated.

Under District Administrative Bylaws Article VII, all eligible floor candidates must declare their intent to run to the District Director at least seven (7) days prior to the elections.

Candidates nominated for one (1) office and not elected to the office may be nominated from the floor for subsequent offices as follows:

  • Candidates must have completed the DLC interview process for each office

  • Candidates must have declared their intent to run at least seven (7) days prior to the elections, for each office.

Nominees will be notified when the nomination is received by the DLC. The DLC will check nominees’ qualifications and conduct all necessary assessment with each candidate. The DLC will then evaluate each candidate based on all the information gathered and present the nomination to District Director.

Please also note that current District Executive Committee members (District Director, Program Quality Director, Club Growth Director, Administration Manager, Public Relations Manager, Finance Manager, Immediate Past District Director, Division Directors and Area Directors) shall not take any action to endorse or officially support any District Officer candidate. Advertisements in District publications, such as newsletters, conference programs or on websites by or on behalf of candidates for District office are not permitted.

Only District Director, Program Quality Director, Club Growth Director and Division Directors are elected. Administration Manager, Public Relations Manager, Finance Manager and Area Directors will be appointed by the newly elected District Director.

Unsolicited subscriptions to information by or about a candidate, such as a newsletter, blog, or social media page, are not permitted. Candidates are prohibited from participating in Toastmasters-related discussion groups on websites, including social media sites, for campaign purposes. Please read in detail Protocol 9.0 of the Toastmasters Governing Documents to avoid any breach of rules. https://www.toastmasters.org/leadership-central/governing-documents
